RI Is Only a Baggage of Rp1,315 Trillion, Tax Revenue Missed

NasionalIndonesia. Realization of tax revenue in the 2018 State Revenue and Expenditure Budget (APBN) missed the target. Recorded, the tax bag only contained Rp1,315.9 trillion per January 2, 2019, equivalent to 92.4 percent of the target of Rp1,424 trillion.

Finance Minister Sri Mulyani Indrawati said tax revenues did not reach the target because non-oil and gas tax revenues only reached Rp1,251.2 trillion or 90.3 percent of the target of Rp1,385.9 trillion.

Meanwhile, oil and gas income tax revenues (oil and gas PPh) reached 169.6 percent or Rp64.7 trillion. In fact, the target is only around IDR 38.1 trillion.

According to Ani, his nickname, non-oil and gas tax revenues are still low because tax collection from several business sectors actually declined from last year.

"The growth of tax revenue from the manufacturing industry grew 11.12 percent, previously 18.28 percent. Then, trade tax revenue was 23.72 percent, previously 25.09 percent," he said, at the Ministry of Finance on Wednesday (2/1).

Then, tax revenues from the non-oil and gas mining and quarrying sector only grew 40.83 percent or lower than 51.15 percent in the previous year. Although, nominally the revenue has met the target of IDR 68.99 trillion.

"The growth of tax revenues from coal mining and lignite grew 28.22 percent, lower than the previous year which reached 80.08 percent," he explained.

Director General of Tax at the Ministry of Finance Robert Pakpahan added that tax revenues did not reach the target because some mining products were not subject to Value Added Tax (PPN) obligations.
"The natural resources sector supports taxes, but many mining products are not subject to VAT. The main component is mining products sold," he explained.

There are several types of taxes that are also lower than the previous year. For example, Personal Income Tax (OP) only grew 20.53 percent. In fact, in 2017 it reached 41.67 percent. Similarly, revenues from domestic VAT types only grew 6.57 percent from 15.14 percent.
"Domestic VAT has indeed slowed in the last two months, we will explain the cause later," he said.
